Dr. Mostafa Madbouly witnessed today the signing of an integrated operation and maintenance agreement for the Central Business District (CBD) in the New Administrative Capital.

This agreement was signed between the New Urban Communities Authority and an Egyptian-Chinese alliance through Horizon Management and Operations.

The agreement represents a qualitative shift in the management of public facilities in Egypt, adopting a modern, professional model known as Cost + Margin. This model achieves a precise equation between ensuring the quality of services and the sustainability of operations, on the one hand, and enabling the state to exercise full oversight and supervision, on the other. This is achieved through the adoption of budgets and periodic reviews of technical and financial performance.

This step represents a prototype for integrated urban management that can be replicated in other areas of the Administrative Capital or new cities, as part of the state's move towards transitioning from traditional management models to sustainable management models based on performance, quality, and good governance.
